The three of us drove down to the beach in question. The area it was in was near the supermarket, but it was still closer to the fancier part of the city where all the resorts were.

“Isn’t it a little bold to go after tourists?” I muttered as we drove down to the beach.

Like most of the other beaches in Cancun, the sand was a clean, almost sparkling white, with very little seaweed or garbage to be seen. The only thing that interrupted the aesthetic, ritzy scenery were the shipping docks that butted against the edge of the beach, way down at the further end of the shoreline. Maybe that was the reason that this beach seemed a little emptier than others.

“It certainly is,” Santina agreed. “In fact, it really doesn’t make sense when you think about it. This guy, whoever he is, he came down here from America, right? At least that’s what we’re assuming.”

“Yeah,” I agreed as Santina pulled the car into a small spot overlooking the beach. The sun was starting to set, and if we hadn’t been here as part of a case involving deadly disease terrorism, then I might have taken a moment to appreciate how pretty the low light looked over the white, sandy beach.

“Well,” Santina continued, “what was the point of that? If he wanted to attack Americans, why come down here to Mexico to do it?”

“Flimsier police surveillance?” Holm offered, pursing his lips when Santina shot him a look. “No offense.”

“He just means that the perp probably thought he’d be able to fly under the radar here,” I quickly amended. “Mexico’s got a lot to deal with as it is. One extra person causing trouble would probably go unnoticed.”

“Maybe you’re right,” Santina murmured. “About the perp thinking that, anyway. But you’d both be wrong on that account. Cancun isn’t like the rest of Mexico. This is a resort city. There are probably as many American tourists here as there are locals.” She chuckled. “Haven’t you noticed that every place you go to accepts American dollars instead of asking for pesos?”

“I hadn’t, actually,” I mumbled. The hotel had been paid for, and I’d mostly been using my card to pay for things. It made sense, though. The majority of Cancun’s economy was built off of tourism, and the vast majority of that tourism came from Americans. It made sense, then, that they’d be used to accepting American currency.

“Well, it’s true,” Santina replied, crossing her arms as she leaned back in her seat. “Which is weird, right? Because what really changed? In a lot of ways, Cancun is more similar to the United States than it is to Mexico. What did he gain by coming here and attacking a tourist? A local, maybe I’d understand. That would lead to less of an uproar.” She frowned as she turned to look at Holm and me. “Just think about it. The two of you wouldn’t even be here if it wasn’t for the fact that an American woman had been targeted.
